(d) The National Council considers that to give a man
a prophylactic outfit before gynomira is to
encourage him to use it.
(2) Some consider that no self-disinfection of any kind
ought to be advised, on the ground that it is encouraging
vice. The National Council facl that in recommending that men should be advised to wash promptly with soap and water, and that further measures anould be in the hands of medical practitioners, they are not laying themselves open to such
a charge.
(3) Prompt washing, followed by medical advice as above, seems to be the right course in the interests, not only of the individual himself, but of his (present or future) wife
and children.
It will be remarked that the above discussion refere exclusively to men. As a fact the corresponding disinfect- -ion of women is infinitively more difficult. In other words prophylaxis claims to "fore-guard" men against women, but takes no account of "fore-guarding" women against men.
The only satisfactory protection is abstinence from promiscuous sexual intercourse.
Again, in order to instruct our male population successfully ao se to "fore-guard" them, the instruction must be given before the first lapse which is often
disastrous.
To carry out "prophylaxis" our boys would have to be instructed practically before they leave school (or earlier) in the methods of self-disinfection by chemicals, The liational Council are not prepared to recommend this.

To sum up: "Prophylaxis" is not advised BECAUSE adequate instruction of the civil population as a whole in chemical disinfection is neither possible nor
desirable.
BECAUSE self-disinfection would frequently be imperfect, in which case infection would follow.
